Minutes of July 3, 1834  
Selection of the Missouri "general Council of High Priests." David Whitmer president, William W. Phelps and John Whitmer assistant presidents, and twelve counselors.
 
 
Date   July 3, 1834   FWR, 70–71.
Location   Clay County, Missouri.   "On the 3d of July. the High priests of Zion assembled <in the yard of Col. [Michael] Arthur where Lyman Wight lived> in Clay county. and I proceeded to organize a High council, agreeable to revelation and pattern given at Kirtland, … David Whitmer was elected president, and William W. Phelps and John Whitmer assistant presidents. " MH A-1, 511–512.

Council to settle issues   High priests assemble to organize a "general Council of High Priests, agreeable to the revelation" to settle issues that "could not be settled by the Bishop and his council."   D&C 102

Wilford Woodruff, a teacher, attended the meeting, indicating not all present were high priests. "On the 3d day of July I attended the Meeting at Lyman Wight's at which time Joseph Smith the Prophet Organized the High council. Joseph was Clothed with the power of God. He Chastised David Whitmer & others for unfaithfulnes. Said their hearts were not set upon the building up the Kingdom of God as they should be. After He was chastised He was set apart under the hand of Joseph to Preside over the Land of Zion And Wm W. Phelps & John Whitmer assistant Pres[ident?] or Councillor." WWJ 1:14.

Wilford's journal entry was probably written in January 1835, which may account for his conflating the meetings.
