Minutes of December 28, 1834
Oliver Walker's membership and office of elder were not taken from him in a December 1831 dispute in Winchester, Indiana. "Presidents J. Smith Junr. & S. Rigdon" comment on "the order of offices and titles in the church," which are unanimously approved by the council.

Oliver Walker case   Sidney presents the case of Elder Oliver Walker of Winchester, Indiana, who follows, recounting a former problem between himself and George Hartley, a former member.  
    Four counselors are appointed to speak on the case: Jared Carter, Oliver Cowdery, Joseph Smith Sr., and Orson Hyde.  
Review history of the case   Oliver Walker, Levi Hancock, "President Cowdery (who presided over the conference at one time when said difficulty was settled), President H. Smith Counsellor McLellin and President Rigdon speak, followed by the four designated counselors, "and also Presidents F. G. Williams & J. Smith Junr." Conference of Dec. 6–7, 1831, in Winchester, Indiana. John Whitmer and Thomas B. Marsh were appointed to mediate a dispute between Oliver Walker and George Heartley [Hartley?]. They ruled in Heartly's favor and directed Walker pay what he owed, but it was only after "much cavilling" that Walker finally "humbled himself & they came together as brothers … & all matters were settled & buried." Far West Record, 36–38.
Sidney's decision:
improperly excommunicated
  The counselors, and "Presidents F. G. Williams and J. Smith Junr." discuss the matter, after which, Sidney renders the decision:
  That Elder Walker is, and has been, a member of this church, and that he is and has been an Elder in the same. And that so far as has been presented to this council, nothing has been done by him, whereby he ought to be expelled from this church.
Unanimous vote   A vote was called which was unanimous with said decision.
Offices, titles [82] Many excellent remarks were made relative to the order of offices and titles in the church by Presidents J. Smith Junr. & S. Rigdon when a vote was called to know whether all present were satisfied with those remarks, which was also unanimous, there being no dissenting voice.
