Minutes of January 13, 1836  
"Grand council" meets in Kirtland. Vinson Knight is ordained to the High Priesthood and counselor to Bishop Newel K. Whitney §. Five others are ordained high priests and members of the high council to replace those appointed to other positions §. Rules for the house of the Lord when it is being used for worship §.

  The grand council met this day in the attic story of the printing office, consisting of the following Authoroties viz. Presidents. Joseph Smith Senior, Sidney Rigdon, Hyrum Smith, David Whitmer, John Whitmer, Joseph Smith Junr. and W. W. Phelps. Also the twelve Apostles, the High Council of Zion and a part of the high council of Kirtland   Wednesday 13th At 10 oclock A.M. he met in council with all the presidency of Kirtland. & Zion. together with their counsellors, (or their legal representatives),   Wednesday morning 13th at 10. oclock A.M. meet in council with all the presidency of Kirtland, and Zion {that} together with <all> their councilors that could be found in this place however Some of the councellors were absent, both of Kirtland and Zion
  The Bishop of Zion and his counsellors, also the Bishop of Kirtland and one Counsellor and one to be appointed instead of Hyrum Smith now belonging to the Presidency.   the presidents of the seventy and many of the Elders of the church of Latterday Saints. The presidency of the Seventy and were also present and many more [105] of the Elders of the church of the latterday Saints

The council being thus organized and opened, he arose and made some preliminary remarks in general terms to[u]ching the authoritys of the church; also laying before them the business of the day, which was to supply some deficiencies in the several quorums, which were occasioned by the calling of the twelve & seventy &c.

 

After the council was organized and opened {President Joseph Smith junr} I made some {verry pertinent} remarks in my introductory lecture before the authority of the church this morning<,> in general terms, laying before them<,> the business of the day which was to Suppply some deficiencies in the {council} Bishop council in this place <also in the high council>

Vinson Knight Elder Vinson Knight was nominated by the Bishop of Kirtland as a counsellor to fill the vacancy in his court occasioned by the elevation of Hyrum Smith to the presidency.   after some altercation upon the subject as to the most proper manner to proceed Elder Vinson Knight was nominated and seconded to fill the bishops quorum in Kirtland   after Some altercation upon the subject of the most proper manner of proceding Elder Vinson Knight was nominated by the Bishop and Seconded by the presidency
    The move was seconded and carried by a unanimous vote of all The vote of the presidency was called and carried {in the} unanimously, vote called of that body and carried

        and Elder Knight was received by the unanimous voice & consent of all the authoritys of the church as a counsellor in the bishops council in Kirtland to fill the place of Hyrum Smith who is ordained to the presidency.—   Elder Knights was received by the universal voice & concent of all the authority of the Church as a councilor in the Bishops council <in> this place, to fill the place of Elder Hyrum Smith. who is ordained to the [106] Presidency of the high council of Kirtland
Ordination

Amen loudly
[201] Bishop Whitney then proceeded to ordain Elder Night to the high Priesthood and also to be a counsellor. after which all the congregation said amen with a loud voice.   Elder Knight was then ordained under the hands of Bp. N K. Whitney to the office of a councillor also to the high priesthood.—   He was then ordained under the hands of Bishop N K. Whitney to the office of a councillor also to that of high priest
Sing, adjourn   After singing a Hymn they adjourned for one hour.   council adjourned for one hour, by sing[ing] come let us rejoice in the day of salvation &c.— Council adjourned for one hour by Singing the Song, come let us rejoice in the day of Salvation
Second session At the expiration of the time met again pursuant to adjournment.   council assembled at 1. oclock P.M. and proceeded to business Council assembled at one oclock P.M organized and proceeded to buisnes.
Counselors called to other positions and proceeded to fill the vacancies in the high council.       The first buisness this afternoon was to Supply some dificiencies in the high Council of Kirtland, the Stake of Zion
Standing counselors   The standing high counsellors were John Smith. John Johnson, Orson Johson, Martin Harris, Samuel H. Smith Jared Carter and Joseph Coe        
New counselors The names of those who had been called. to fill other offices were Joseph Smith Sen. Hyrum Smith Orson Hyde Luke Johnson and Oliver Cowdery        
John P. Greene replaces Oliver Cowdery

It was then Moved, seconded & voted unanimously that Elder J. P. Green be appointed a high counsellor in the place of Oliver Cowdery.

  John P. Greene was nominated & seconded, as councilor in the high council of Kirtland to fill the place of O. Cowdery who is ordained to the presidency—a vote was called of the several quorums in their respective order and carried unanimously John P. Greene was nominated and Seconded by the presidency vote taken and carried in his favour by the unanimous voice of {the} all the authority of the Church he supplyes the place of President O. Cowdery who is elected to the presidency of the high council in this place
Thomas Grover replaces Luke Johnson   Elder Thomas Grover was nominated in the room of Elder Luke Johnson. This motion was carried unanimously by all the quorum present.   [174] Elder Thomas Grover was nominated & seconded to supply the place of Eldr. Luke Johnson in the high council of Kirtland, vote called and carried unanimously. Elder Thomas Grover was nominated to Supply the place of Luke Johnson who is chosen and ordained one of the twelve Apostles—
Noah Packard replaces Hyrum Smith or Sylvester Smith? It was then moved, seconded, and voted unanimously that Noah Packard be a counsellor in the room of Hyrum Smith. Eldr. Noah Packard was nominated & seconded to supply the place of <Elder> Sylvester Smith in the high council of Kirtland, vote call of the respective authorities and carried unanimously. Elder Noah Packard was next nominated & Seconded to Supply the place of Sylvester Smith who is ordained to the presidency of the Seventy vote called and carried [107] in his favour and Elder Packard was received by the unanimous vote of all the authority present as a high councilor in Kirtland
John Page not present         Elder John Page was nominated, but was not present and his name droped
Joseph Kingsbury replaces Orson Hyde   Moved, seconded and voted that Elder Joseph Kingsbury be appointed a high Counsellor in the room of Orson Hyde.

Eldr. Joseph Kingsbury was nominated & seconded to fill the place of Eldr. Orson Hyde in the high council of Kirtland, vote called and carried unanimously

Samuel James replaces Joseph Sr.   Moved, seconded and carried that Samuel James, be appointed a high Counsellor in the room of Joseph Smith Senior.

Eldr. Samuel James was nominated & seconded to supply the place of Joseph Smith Senr.—vote called and carried unanimously.

Elder Samuel James, was nominated and Seconded to fill the place of Joseph Smith Senr—vote called and carried unanimously in his favour and Elder James was received as a high councilor in Kirtland

Ordinations   Motioned seconded and voted that Joseph Smith Senr. S. Rigdon and Hyrum Smith proceed to ordain the foregoing persons to the respective offices to which they been appointed.
John P. Greene 1st Proceeded to ordain Elder John P. Green:
  We lay our hands on the thy head and ordain thee to this high and conspicuous office and pray that our heavenly Father will give thee great wisdom in counsel and make thee of deep penetration, and fill thy heart with compassion and love that all thy decisions may be just and true
Thomas Grover [202] Brother Grover, we ordain thee to be an high priest in the church of Christ and pray that thou mayest have all the power of thy ministry, we also ordain thee a high counsellor in the High Council at Kirtland, and we pray that thou mayest have great wisdom and be very useful in the church and through faithfulness thou shalt have all the blessings of heaven and of earth and no man shall take them from thee.
Noah Packard Noah Packard we also ordain thee to be a high priest and pray that thou mayest be a minister in Righteousness and go forth and proclaim the gospel with great power. We also ordain thee to be a high counsellor in the high counsil of Kirtland and we say if thou are faithful great blessings shall be given to you.
Joseph Kingsbury Joseph Kingsbury, We ordain thee to be an high priest and pray that thy crown be made to shine as the stars that thou mayest always bear off the gospel triumphly in in the face of all opposition, We also ordain thee to be a high counsellor at the Stake at Kirtland, praying that you may have the spirit of these offices to which you are now ordained, and this shall be the case through your faithfulness.
  Samuel James, We ordain thee to be an high priest in the Church of the Latter day Saints, and pray that all the powers of thy mind may be enlistid in building up the kingdom of God, that thou mayest be consecrated to God from this very hour: We also ordain thee to be a high counsellor at the stake of Kirtland and we say to thee, if thou wilt be faithful, thou shalt have all the blessings pertaining to the offices to which you have been ordained and no power shall take them from thee. amen.

New counselors come forward, ordained     The newly elected counsellors were then called forward and ordained in order as they were elected under the hands of Presidents J. Smith jnr S. Rigdon & H. Smith to the office of high priests and consellors in the high council of Kirtland the Stake of Zion. The new elected councilors were then called forward, in order as they were elected, and ordained under the hands of President's Rigdon Joseph Smith Sen and Hyrum Smith to the office of High Priests and councilors in this place, viz. Kirtland the Stake of Zion.

Many great and glorious blessings were pronounced upon the heads of these councillors by Pres. Rigdon who was mouth on the occasion.—

Alvah Beeman, Isaac McWithy high council   Alvah Beeman and Isaac McWithy were appointed counsellors pro tem in the place of Elders [203] John Murdock and Solomon Hancock who were absent in the council of Zion. Eldr.s Alva Beeman & Isaac McWithy were nominated & seconded to fill the places of Eldrs. John Murdock and Solomon Hancock for the time being   [108] which were two viz. Elder's John Murdock and Solomon Hancock who were absent — Elder's Alva Bemon & Isaac McWithy were nominated and Seconded to supply their place for the time being
Vote       vote was called and carried unanimously. vote taken of the whole assembly and carried in their favour, to serve as councilors in the high council of Zion, for the present
Door keeper, House of the Lord Thomas Carrier was appointed Door Keeper in the house of the Lord by unanimous vote of the assembly. Eldr. Nathaniel Milliken, & Thomas Carrier, were nominated & seconded to serve as door keepers in the house of the Lord. vote called and carried unanimously by the whole assembly. Elder Nathaniel Miliken and Thomas Carrier, were nominated and Seconded to officiate as doorkeepers in the house of the Lord, vote called and carried, by the unanimous voice of the assembly
House of the Lord rules committee Motioned, seconded and voted unanimously that J. Smith Junr. S. Rigdon, Hyrum Smith, W. W. Phelps and David Whitmer, be a committee to draft a code of rules or laws for the regulation of the house of the Lord in times of worship.  

Presdt's J. Smith jn., S. Rigdon, W. W. Phelps, D. Whitmer, & H. Smith, were nominated and seconded to draft rules & regulations to govern the house of the Lord; vote was called and carried by the unanimous voice of the whole assembly.

Whispering      

The question was then agitated whether whispering should be allowed in our councils & assemblies;

Not allowed Nominated, Seconded and carried unanimously that no whispering shall be allowed in the council nor any loud talking by any one except when called upon, or when he asks the privelege of so doing;   a vote was called and carried unanimously in the negative, that not only whispering, but loud talking shall be prohibited in our assemblies except by those who are called upon, or ask permission to speak [175] upon any consideration whatever; and that no man shall be interupted while speaking unless he is speakin[g] out of place. And every man shall be allowed to speak in his turn. a vote was called from the Whole assembly and carried in the negative, that no whispering Shall be allowed nor any one allowed (except he is called upon or asks permission,) to Speak [109] loud in our councils or assemblies, upon any concideration whatever, and no man shall be interupted while Speaking unless he is speaking out of place, and every man Shall be allowed to speak in his turn—
N. Millliken refuses call (health)       Eldr. N. Milliken refused to serve as door keeper in the house of the Lord on account of his ill health and was released by the voice of the assembly. Elder N. Miliken objected to officiate in the house of the Lord as door keeper on account of his health, <and> was released by the voice of the assembly
Minutes read         The minuets [minutes] of the council were then read, and council adjourned untill Friday the 15th Inst. at 9. ocl A.M. at the <west> School room in the upper part of the Chapel
Sidney requests blessing (neuralgia?)     Pres. S. Rigdon made a request to have some of the presidency pray for & lay hands upon him and rebuke a severe affliction with which he was afflicted in his face, chiefly nights; Pres. S. Rigdon made a request to have some of the presidency lay their hands upon him and rebuke a severe affliction, in his face which troubles him most at night—
Hyrum and David bless Sidney       Presdts H. Smith & D. Whitmer prayed for & laid hands on him and rebuked his affliction in the name of the Lord Jesus, the whole assembly responded Amen.   Elders H. Smith and D. Whitmer by my request laid hands upon him and prayed for him and rebuked his disease in the name of the Lord Jesus Christ, the whole assembly respondedAmen.
Pray for D. W. Patten's wife     Eldr. D W. Patten also made a request in behalf of his wife, our author, offered up a prayer in her behalf, & the whole assembly responded Amen. Elder D W. Patten also made a request in behalf of his wife for our prayers for her, that she might be healed.— I offered up a pray[er] for her recovery, the assembly responded Amen
Minutes read       The minuets [minutes] of the council were read and council adjourned until Friday 15th Inst. at 9. oclock A.M. at the school room in the upper part of the Chapel.—    
Sidney's closing remarks President Rigdon rose up and made some general remarks in relation to the building up of the kingdom of God, which were very appropriate and timely, He then closed by prayer——   Pres.
