July 8, 1838, Far West, Missouri.
John Taylor, John E. Page, Wilford Woodruff, Willard Richards are called to fill vacancies in the Quorum of the Twelve. The Twelve are to leave Far West on April 26, 1839 to preach the gospel "over the great waters."

About the Twelve   Making known the will of the Lord concerning the Twelve Show unto us thy will O Lord concerning the Twelve.  
However, B. H. Roberts observes:  
    … direction is given that they should be officially notified of their appointment. But it is quite evident that Elder Taylor was notified of his appointment previous to July 8th, 1838, as he would up his affairs and prepared to leave Canada, because of his being informed of this call to the Apostleship in the fall of 1837.   Life of Taylor, 47n.
The revelation was first published in the Deseret News, April 2, 1853 and included in the 1876 Doctrine and Covenants.

Conference, organize the Twelve 1 Verily, thus saith the Lord: Let a conference be held immediately; let the Twelve be organized; and let men be appointed to supply the place of those who are fallen.   fallen: John F. Boynton (h)
Luke S. Johnson (h)
Lyman E. Johnson (h)
William E. McLellin (h)
Thomas B. Marsh stay, publish 2 Let my servant Thomas (h) remain for a season in the land of Zion, to publish my word.  
Others to preach

Lord will provide
3 Let the residue continue to preach from that hour, and if they will do this in all lowliness of heart, in meekness and humility, and long-suffering, I, the Lord, give unto them a promise that I will provide for their families; and an effectual door shall be opened for them, from henceforth.    
Mission next spring 4 And next spring let them depart to go over the great waters, and there promulgate my gospel, the fulness thereof, and bear record of my name.    
Leave Far West on April 26 5 Let them take leave of my saints in the city of Far West, on the twenty-sixth day of April next, on the building-spot of my house, saith the Lord.   Why April 26?

4 new apostles named 6 Let my servant John Taylor, and also my servant John E. Page (h), and also my servant Wilford Woodruff (h1), and also my servant Willard Richards (h), be appointed to fill the places of those who have fallen, and be officially notified of their appointment.
